Prof. Dr. Vladimir M. Alongside university teaching, he has delivered and organized numerous professional trainings in the field of emergency situations, protection and rescue, crisis preparedness, and community resilience—often combining lectures with applied group work, scenario planning, and operational simulations.

A core element of his practical teaching approach is scenario-based training, where participants work through realistic emergency contexts and produce concrete outputs such as evacuation plans, communication and coordination protocols, risk-based prioritization of protective measures, and structured action plans for response and recovery. These activities typically include team-based decision-making under time constraints, analysis of institutional roles and responsibilities, and reflection on lessons learned and best practices.

Workshops and Capacity-Building Programs (Selected)

Prof. Dr. Cvetković participated in the organization and implementation of the workshop program “Enhancing Preparedness and Participation of Civil Society Organizations and Youth in Disaster Risk Reduction in Serbia” (Kopaonik, 15–19 July 2024). Within this program, he delivered two key lectures:

  • Security in the Event of Terrorist or Similar Attacks – covering core concepts, types and illustrative examples, with practical guidance on prevention, actions during an incident, and crisis management after an event.

  • Engaging Youth in Disaster Risk Reduction Processes – emphasizing the role of youth participation, supported by practical exercises designed to translate research findings into actionable community engagement measures.

The workshops included practical exercises and simulations, in which participants developed operational action plans for evacuation, communication, safety measures, and first aid, applying theoretical knowledge to realistic crisis scenarios.

Through his long-term teaching engagement, Prof. Dr. Cvetković has also organized and implemented multiple field-oriented training programs for students and early-career participants, aimed at building operational competencies for emergency response and disaster preparedness. These include:

  • First basic security training in the field of emergency situations (Stara Planina, 13–16 July 2019).

  • Second basic security training in risk management and protection and rescue in emergency situations (Ovčarsko-Kablarska Gorge, 29 Nov – 1 Dec 2019).

  • Third basic security training in protection and rescue in emergency situations (Ovčarsko-Kablarska Gorge, 29 Oct – 1 Nov 2020).

  • Training for student response in inaccessible terrains (Košutnjak, 2019).

  • First national security training in the field of emergency situations (Guča/Lučani, 2023).

In addition, he participated together with students in the international field exercise for disaster management “SERBIA 2018”, organized by the Ministry of Internal Affairs – Sector for Emergency Situations and the Euro-Atlantic Disaster Response Coordination Centre (NATO EADRCC) (8–11 October 2018, Mladenovac). This engagement supported experiential learning through exposure to structured inter-agency coordination and operational response procedures in a large-scale exercise environment.
