The Local Guide for Disaster Risk Reduction from the Perspective of Youth and Women – Gledićke planine is a research-based and practice-oriented document focused on examining flood risks and other natural and technological hazards in the rural and mountainous area of Gledićke planine, with particular attention given to the position, experiences, and potential role of youth and women in strengthening local community resilience. Starting from the fact that this area is shaped by depopulation, population aging, infrastructural limitations, and increasingly visible consequences of climate change, the publication seeks to connect issues of everyday vulnerability with the broader framework of disaster risk reduction, local development, and participatory risk governance. Special attention is devoted to understanding how young people and women perceive local risks, use existing channels of information, assess the preparedness of the community, and recognize the possibilities for applying nature-based solutions in the context of prevention and adaptation. Methodologically, the guide is grounded in a combined research approach that integrates desk analysis, a structured questionnaire, consultative meetings, and the analysis of relevant local and national documents, including the Flood Defense Operational Plan of the City of Kraljevo. The research was participatory and gender-sensitive, with the intention that youth and women should not remain only respondents, but become active interlocutors in shaping recommendations and proposing locally applicable solutions. The target group consisted of youth and women from the area of Gledićke planine, while the sample was purposively formed through the inclusion of participants in consultative meetings and field-based data collection within the local community. Quantitative data were processed using descriptive statistical methods through frequencies, percentages, and cross-tabulations, while qualitative findings were analyzed thematically in order to identify key patterns related to risk perception, communication, preparedness, participation in civil protection, and the acceptability of nature-based solutions. Such a methodological framework made it possible to connect the experiences of the population with the existing planning documents and to translate the findings into concrete, operational recommendations. The findings indicate that a substantial proportion of respondents had direct experience with floods and flash floods, as well as with material damage and occasional isolation caused by hazardous events. At the same time, the results show that early warning systems and timely information are still insufficiently developed, and that there is a strong need for clearer, more accessible, and more reliable communication between institutions and the local population. Most respondents expressed willingness to help vulnerable groups and showed interest in receiving additional information, but participation in civil protection structures and voluntary fire brigades remains limited. The findings also point to the need for stronger integration of the gender perspective and the perspective of youth into local planning, as well as for the improvement of practical mechanisms for involving the population in prevention, preparedness, response, and recovery measures. Particularly important is the role of nature-based solutions as an approach that can simultaneously contribute to flood risk reduction, soil conservation, stronger climate adaptation, and an improved quality of life in the local community. Based on the integration of quantitative and qualitative findings, a set of short-term, medium-term, and long-term recommendations was developed for improving the Flood Defense Operational Plan of the City of Kraljevo and other relevant local documents. In this way, the guide goes beyond a purely descriptive level and acquires the function of a practical tool for local actors, professional services, and decision-makers. Its particular value lies in the fact that the voices of youth and women do not remain at the level of consultative insight, but become the basis for proposing measurable and applicable measures that can contribute to greater safety, resilience, and sustainability in the area of Gledićke planine.
